Yesterday Aeon, a nonprofit developer, owner, and manager of affordable apartment homes, celebrated the grand opening of its newly renovated and expanded property, Balsam Hill Apartments & Townhomes in Mound.
The City of Mound Housing and Redevelopment Authority (HRA) selected Aeon to purchase Balsam Hill Apartments & Townhomes. Aeon’s purchase of Balsam Hill was completed through the Rental Assistance Demonstration (RAD) program, a program that allows public housing to be purchased by a private owner who commits to keeping the units affordable. The RAD program allows the public housing subsidy to continue to flow to the units, and it also provides options for private owners to access capital, such as Low-Income Housing Tax Credits, to make improvements to properties.
Aeon closed on Balsam Hill Apartments & Townhomes in December of 2016 and shortly after began construction. The property’s 50 existing apartment homes were renovated, and the building was expanded to include six new apartments. Ten townhomes were also constructed to offer more affordable homes for families. Seven of the townhomes are designated for families coming out of long-term homelessness.
“More and more families find it increasingly difficult to find safe, affordable homes,” shared Aeon President & CEO Alan Arthur during the grand opening. “Today we get to celebrate the partners that came together to preserve and grow the supply of affordable homes in our community, which are so desperately needed.”
Mound City Manager, Eric Hoversten, also spoke at the event. “When the city decided to transfer ownership of the property, it was important to the City of Mound and the Mound Housing and Redevelopment Authority to keep the apartment homes at Balsam Hill affordable. Aeon not only kept these homes affordable, but they also expanded the property to serve even more people.”
Funding was provided by the City of Mound, Hennepin County, the Metropolitan Council, Minnesota Housing Finance Agency and Wells Fargo. Frerichs Construction and Cermak Rhoades Architects were also partners on this development. The grand opening event was sponsored by Wells Fargo and Cermak Rhoades Architects.

Nonprofit developer, owner and manager of affordable homes Aeon closed on two acres of land in Ramsey, Minn., for the construction of Greenway Terrace Apartments, a 54-unit affordable housing project.
Minneapolis – Yesterday Aeon, a nonprofit developer, owner and manager of affordable homes, closed on two acres of land in the City of Ramsey, which will become Greenway Terrace Apartments. The new 54-unit building, designed to serve large families, will mostly be made up of two-, three- and four-bedroom homes.
Ramsey is growing rapidly, but much of that growth is in single family homes that are out of reach for families earning low incomes. Nearly half of the mixed-income apartments will serve residents earning 30 percent of the area median income and the remainder will serve those earning 50 percent of the area median income.
“The City of Ramsey and Anoka County have been great partners on this development,” said Aeon Vice President of Housing Development Blake Hopkins. “We see this property helping to boost retail in Ramsey while providing high-quality homes for families in a great community.”
The new property is two blocks from the Ramsey Station of the Northstar Commuter Rail. Amenities at the property will include gardens, a playground and picnic area, a community room, a fitness center, office space and parking. The Draw, a park and amphitheater that is home to summer concerts and the Ramsey farmers market, is across the street from the property.
Partners on the development included Dougherty & Company LLC along with HUD, which provided the mortgage, Wells Fargo, which provided the equity and funding for construction, the City of Ramsey with help from the Metropolitan Council, Anoka County, and Minnesota Housing Finance Agency. Frana Companies, Inc. is the contractor and UrbanWorks Architecture LLC is the architect.
Construction of Greenway Terrace Apartments is underway, with a grand opening expected in late fall 2018. The nonprofit developer also hopes to compete a second phase of construction to add an additional 47 large units for families to the site.

A shortage of apartments and rising rents in the Twin Cities metro have made area apartment buildings a hot commodity among national investors who are often able to improve the buildings and increase rents. That is a threat to the already tight supply of rentals that are affordable to the lowest-wage families.
On Oct. 24, the Housing and Redevelopment Authority presented goals, progress and ordinances to protect naturally occurring affordable housing within Richfield.
Local nonprofit developer Aeon, the Naturally Occurring Affordable Housing (NOAH) Impact Fund from the Greater Minnesota Housing Fund (GMHF) and Enterprise Community Investment completed the acquisition of a 768-unit affordable housing portfolio in the Twin Cities for $77 million.
Minneapolis – Today Aeon, the NOAH Impact Fund of Greater Minnesota Housing Fund (GMHF), and Enterprise Community Investment, Inc. completed the purchase of 768 apartment homes across 10 properties in Bloomington, Brooklyn Center, New Hope, and St. Paul. Other key partners in the project include Bellwether Enterprise Real Estate Capital, LLC, BMO Harris Bank, the Bloomington Housing and Redevelopment Authority and the St. Paul Housing and Redevelopment Authority. This acquisition will preserve all 768 homes as affordable for Minnesota families.
Since 2000, the number of Minnesotans considered cost-burdened by housing—paying more than 30 percent of their income for housing—has increased 69 percent. Nationally, nearly one-third of all households are cost-burdened. This situation forces lower- and middle-income residents to choose between rent or groceries, medical bills and child care expenses.
Affordable housing organizations have looked to preservation of NOAH properties to stem the tide of rising rents. NOAH—naturally occurring affordable housing—can play a crucial role in relieving cost burdens for families and individuals across the state.
“That’s why Aeon was determined to keep these properties affordable,” said Aeon President and CEO Alan Arthur. “This purchase with GMHF, Enterprise and our other partners, is a model for how communities can work together to preserve affordable homes. Saving our existing stock of affordable homes is as important—if not more urgent—than developing new ones.”
The $77 million total transaction marks the largest acquisition in the 31-year history of Aeon, a nonprofit developer, owner and manager of affordable homes in the Twin Cities. The purchase also represents the first project funded by GMHF’s recently formed NOAH Impact Fund, a $25 million equity fund established to preserve NOAH properties in Minnesota. The acquisition continues Enterprise’s ongoing commitment to preserve existing affordable housing connected to other key resources that create opportunity, such as health care, schools, jobs and transportation.

The highly coordinated effort between Aeon, its equity partners and BWE was necessary to achieve the aggressive timeframe to close all 10 of these transactions together on the same day. This truly was a collaborative effort from all team members and a real win for the community.”

The Twin Cities is in the middle of an apartment construction boom, but just 10 percent of new units will be available for low-income renters, according to the 2017 report “State of the State’s Housing Report, Twin Cities Region,” released by the Minnesota Housing Partnership (MHP). Existing affordable housing is also being purchased and renovated into higher-rent housing. In 2016, only 1,050 new units of affordable housing were created in the entirety of Minnesota, MHP’s data shows.
